I heard that the legendary edition had problems with that. You're thinking of the recently remastered version, Skyrim Special Edition. Special Edition is the one that can't use the same mods. Legendary Edition is basically a GOTY version, it's the same but comes with all the DLC.

What exactly is your issue? Many of us, me included, don't play Special Edition because we've played Standard/Legendary Edition of Skyrim and have a lot of mods already, but if you've never played Skyrim before then you won't be losing any mods.
Special Edition can't use mods from Standard Skyrim, but it has a lot of mods for itself already. Mac software for content modelling. Not as much as Standard, but the overall stability of it is appealing.
So when you heard mod support is weird on Special Edition, it doesn't mean Special Edition doesn't have any mods. So basically to shorten all that, Special Edition does have mod support and is more stable, but Standard has more and better mods, though less stable. Special Edition also has better visuals supposedly, but that's fixable with mods if you play Standard anyway.
